The Pirate Party proposes an unconditional basic income (UBI) which ensures reasonable existence basis and social participation as an individual Constitutional Right, meaning the UBI should be paid without „necessity check“ nor „paid work“ relevance. The Pirate UBI model aims to reduce exploit and destruction of Climate and Environment and Resources of the Earth, and it should combine those manifold welfare and transfer systems into a clear and transparent Minimum Income Service with less administration overhead. Economically viable implementation and financing are secured in the Pirate UBI concept.

Present Situation

Automation and Robotization increased Rationalisation to extents which deprive considerable population portions of their income. „Full Employment“ became a myth and precarious „paid work“ is exceeding 10% by far. Job incomes often are not securing even simple existence any more, and conventional social systems are overstrained by demographic and job market change for decades now. What is needed now, is a system adjustment.

Public Welfare Systems have inflated costs while cutting services. Conventional Minimum Social Security Systems (such as Hartz IV or „bedarfsorientierte“ Mindestsicherung in the EU) were an attempt to react to problems and change but ignored that (2010/2013) approx. 50 million job seeking persons are facing 5 million (often even precarious) job offers in the European Union.

Massive deconstruction and oppression of social welfare produced widespread fear of job losses, and more and more people work in jobs they would not do if they were not forced to. This corresponds to a new slavery precariat. Human judgment recognizes that this form of forced work is neither justified nor tolerable.

Financing and System Adjustment

Age pyramids are changing, net payers are shrinking and poverty grows while tax reductions and social rebates for top incomes are producing even more poverty instead of reducing poverty.

These problems of Social Change and Welfare need a new approach, since the global job situation corresponds already to a post industrial job world. Unconditional Basic Income can and will alter job markets: job demand markets (with upcoming elements of slavery) should be changed into job supply markets (with better working conditions for Human Beings)

UBI unconditional basic income further improves Self Determination of the choice of the field(s) of activity, be that in paid jobs or in volunteering.

Bureaucracy and Transparency

Less rule making means less administration, and the emphasis shifts from „transparent citizens“ to a transparent administration. Spying and snooping of the private sphere lose their presently „new“ importance.

Accurately meeting the needs while reducing administrative disproportion, means better targeting with less abuse and envy.

While the Pirate unconditional basic income (UBI) model simplifies social administration and increases accuracy, specified special needs should be considered nevertheless (for example care support)

New Opportunities

Flexibility of Recruitment and incentives to modernization and rationalization in industry are significantly increased, by better exploiting creativity and intellectual abilities of employees and partners.

Volunteering becomes more efficient by better allocation of interests with adequate evaluation and social recognition, despite financial pressure up to rural depopulation effects, compared to today's unsatisfactory situation: it is „normal“ that jobs are needed (which often cannot be found even), in order to be able to get involved at all.

More personal education and adequate functional training mean better Self Determination and better use of financial resources and individual talents.

This means also contributing to less personal shaming (neighbors have the same UBI) and more economic benefit over the entire society, by better acknowledgement of the personal values of employees and more self determination of their decision whether and where to „work“.

The Pirate Unconditional Basic Income (UBI) model

Persons legally living in Austria (2013 i.e. 8,3 million people) have full rights to Unconditional Basic Income and to work. Immigrants hold these rights when reaching the minimum duration of Bestowal of Citizenship. UBI should not be subject to judicial distraint except in jail custody.

UBI of Youth below the Age of Consent is paid as follows: 1/3 of that money is paid to their legal guardians, to another 1/3 to youth care facilities and to 1/3 as their personal startup capital at Age of Consent.

This special regulation for the Youth should secure their existence and equality of chances and a fair start into an individual College and/or Business Life, and form an essential contribution to the Economy at the same time.
